Elliott Stonecipher is a native of Shreveport, Louisiana, and was educated in its public schools. A recipient of the national Boys Clubs’ W. Clement and Jessie V. Stone Foundation scholarship for youth scholarship, leadership and achievement, he received his B. A. Degree in English from Louisiana Tech University in 1973, and his Master's Degree from Louisiana State University in 1975.
Mr. Stonecipher is the President and owner of Evets Management Services, Inc., a full service opinion research and consulting firm he founded in 1980. The surveys conducted by the firm - whether by telephone, mail, or in person-to-person interviewing - include a wide variety of political, commercial and public-policy subjects.
A member of the American Association of Public Opinion Research (AAPOR), Mr. Stonecipher has remained actively involved in community service in his home area throughout his career, and has received many awards for that work, including his selection as “Small Businessman of the Year” by the Shreveport Chamber of Commerce in his company's second year in business, and later as “Rising Young Business Leader” by the Shreveport Leadership Council.
